Remove 'rescue' from Gitlab::LDAP::Access#allowed?

In Gitlab::LDAP::Access#allowed? we have a generic rescue statement. @jw and I think it would be better to remove the rescue and resolve whatever goes wrong, or rescue more specific errors.
