Make "allow commits from members who can merge to the target branch" visible
Problem to solve
When someone creates a MR from a fork, maintainers of the target project cannot see whether the "allow commits from ..." option has been checked or not (or am I missing something?), which is frustrating and makes difficult to help the MR creator fix it.
Target audience
Maintainers/developers of projects that could accept MR from forks.
Proposal
The "allow commits from ..." option should still be modifiable only by the MR creator (or any maintainer/developer of the fork where it originates), but it should be visible to anyone who can view the MR.
