Add documentation for external alerts

We need to add documentation for how to set external alerts, it should be added in this section: https://docs.gitlab.com/ee/user/project/integrations/prometheus.html#setting-up-alerts-for-prometheus-metrics-ultimate

We will probably need to specify that the current documentation only works for managed Prometheus instances, and the external section for manually configured Prometheus servers.
