Update default and specific MR templates of gitlab-ce
Problem to solve
The default MR template of gitlab-ce includes links to deprecated docs, which decreases contributor/developer experience (CX/DX). Also some specific MR templates of gitlab-ce include similar deprecated stuffs.
- Update default MR template of gitlab-ce
- Update custom MR templates of gitlab-ce !25227 (merged)
