Search projects using group names

Problem to solve

Currently on the Projects page, if we try to filter by name, the search only considers the name of the project, but not the groups (namespaces).

long_name can be searched by long or name or lo nam or nam lo
group_main/sub_group/repo can't be searched by group_main or sub_group

There's a group search but it effectively breaks the UX when a person searches for a group to narrow down the results (or if the name of the repo is easily forgotten)

Target audience

This would ease the UX for Sasha, Delaney and Devon

Possibly a tag or check-box for the search to only use repository name to prevent flooding due to group name in case the user is searching only by repository name

Proposal

Modify the search algo and add a switch to turn off the wider search. Possibly incorporating substring fuzzy matching might help...

What does success look like, and how can we measure that?

Acceptance criteria:

ability to find repo alpha/romeo_charlie by alph romeo (but maybe not romeo alpha, I don't know which one is better)
