Single Stat chart type

Problem to solve

We currently do not support a simple single value type chart. We only support line series, which may not be the best representation for current types of information.

For example a simple UP/DOWN may be desired, rather than a historical time series.

Proposal

At a minimum, we should be able to represent a single value. This would show the current value of that query, and the title.

Additional iterations could include additional text around the value, as well as a timeseries behind it.

What does success look like, and how can we measure that?

Comparable feature set to Grafana's singlestat panel.
