Container Registry API returns 404

I'm trying to use Container Registry API (docs) on self hosted gitlab and it returns 404.

notes:

projects/13/ returns valid data but projects/13/registry/repositories returns 404
project has an active registry with published images there
version: 11.7.0-ee (gitlab-ee@c02f0d47774ac40ee0d1097d00d7980ef0c7012c)
