Make suggest more prominent in review workflow

Suggestions is a little hard to discover in the code review workflow. The usage data also indicates adoption lower than expected, likely due to the lack discovery of discoverability.

- Offer a popover tooltip which makes the feature very visible once per user
Optimal solution (though iteratively approachable)
- Keeping the suggest changes option next to the other markdown options which inject content directly
- Grouping the markdown direct inject options
- Offer a popover tooltip which makes the feature very visible once per user
- Dedicate each corner of the editor to certain actions (Tabs, markdown direct inject options, additional markdown options/hints, workflow buttons)

What does success look like, and how can we measure that?
Improved adoption of suggestions feature. This is already measured.
