Ability to elect to receive notifications for follow up issues
Problem to solve
When an issue (let's call it Issue 99) has a number of customer 'watching' for notifications, 'watchers' only receive notifications for changes that take place on that issue (Issue 99). If Issue 99 is closed (and/or no further updates take place) and follow up issues are created (let's call them Issue 100 and 101), the current list of 'watchers' won't receive notifications about Issues 100 and 101. They would need to visit both Issue 100, 101 and activated the 'Notifications' slider themselves.
It would be great to have an option to allow a watcher to not only 'register' for notifications for Issue 99 but also elect to receive notifications for any follow up issues that might be created, Issues 100 and 101 in this case.
Target audience
Anyone 'watching' an issue who want to be notified of not only changes to Issue 99 but any follow up issues that are created, Issue 100 and 101 in this scenario.

What does success look like, and how can we measure that?
Success is when a customer doesn't need to manually visit follow up issues (Issue 100 and 101) and elect to receive notifications but instead are automatically registered.
