Cloud Native trigger build should run even on failure

In https://gitlab.com/charts/gitlab/issues/1073 it was raised that the 11.6.3 cloud native images had not been build due to the test failing for the tag here in this project.

As this trigger job only runs for tags, we should ensure if runs regardless of the status of the tests.
