Incident specific triage dashboard

When a team is working an incident, it can be helpful to have a specific dashboard that they can use to hone in on relevant and important content. We have done this in the past, with an incident specific dashboard in our internal Grafana.

The dashboard should have the same features as our main dashboard eventually will, with support for metrics, errors, logs, etc.
