Ability to scope group board by selecting a list of projects in the group & label filter options for each board
Problem to solve
Currently, the board at the group level is unusable for the Quality department. Reason being:
- We work in multiple projects across the org. See https://about.gitlab.com/handbook/engineering/quality/project-management/
- In some projects we share ownership and in some we own the project

Currently, boards at the Group level can only filter be the inclusion of a label or multiple labels. Since not all issues that we work on have the Quality label, using the label filtering gives us an incomplete picture.

This is our current development board that shows who is working on what. The workaround in this board is to not have a label filter but configure assignees instead.
The downside is that other aspects of the board is unusable since we have +21K open issues.
Proposal
As an Engineering manager I would like to have boards as our main command center for team status and process. Having more granular scoping of which projects to include will help.
- A list of projects to include in the board scope.
- Ability to scope by labels on a subset of projects above.
What does success look like, and how can we measure that?
Have a board that can capture the list above.
