Get a clear definition of the motivation by default due to implementing it into the issue template

@dimitrieh This is great, thanks for creating this MR. The audience part is definitely important. One thing I've been missing from feature proposals is the motivation. We could use the “Job To Be Done” statement template to help people write the problem down better:
When [Situation], I want to [motivation], so I can [expected outcome].
This statement summarizes the “Problem to solve” and also the benefits and goals from the “Further details” section. I think this statement is a good way to start the issue template and then people can detail it in each section, if necessary.
In this interesting article about Job Canvas they use this example:
When I have friends over and don’t feel like deciding what and how to cook something, I want to get something easy and filling, so we can get on with playing Cards Against Humanity the rest of the evening.
