Include tags into pipeline detail view
Problem to solve
Tags which offer meta data information in the pipeline list view are not represented in the pipeline detail view.

This is exsiting UX debt but came up again at https://gitlab.com/gitlab-org/gitlab-ce/issues/15310#note_116365862
Solution
- Move tags inside of the detail view of pipelines solving some long standing UX debt
