Finish migration - create k8s namespace and SA for project clusters

In https://gitlab.com/gitlab-org/gitlab-ce/issues/53879 we found that we only had half the migration in the DB as the corresponding Kubernetes resources still needs to be created.

Proposal

Schedule a migration that will schedule the creation of project namespace and restricted service account for each project cluster where the service account token is nil.
