Global “new issue” form

It should be easier to create issues for projects especially when you are assigned to many of them.

As a manager I'm assigned to a lot of projects within our group. They include client projects and also internal projects like HR, Finance etc. Also designers in our team are assigned to multiple projects and switch from one to each other sometimes on an hourly basis.
To create a new task for a specific project one must always navigate to the project and open the “new issue” form there. Or to use the Slack integration which is painful to configure and to use.
Proposal
My proposal is to add a global “New issue” form that allows one to select the project, title and description. This would make it very easy to have a global system shortcut and/or browser bookmark to create a new issue.
Since there are a lot of public projects out there it would be nice to be able to open the new form on a group level (e.g. /groups/fusonic/-/issues/new) and only the projects below are shown.
Also this form should be accessible from the “+” button in the top right navigation bar.
What does success look like, and how can we measure that?
Time to create an issue in specific projects of GitLab is reduced dramatically if you are currently not in a project's scope.
