Full-height background in clusters index and labels index pages
The original design for the clusters index (and, I believe, the labels index page which it was based on) has a grey background which extends to the full height of the viewport:

However, this bit of the design was omitted from the initial implementation:

The primary nuisance for adding the full-height background is that the height (in pixels) of the content above it has to be known and static. It isn't quite there in this case. If you shrink the screen a bit, the "add kubernetes cluster" button will wrap to a new line and throw off the calculation. Also I don't know if recent changes to the breadcrumb component or the possible existence of flash messages, etc. could throw off that calculation. The performance bar which may or may not be enabled could factor in as well. It has the potential to introduce some technical debt.
We do this in a few places like the issue boards and the IDE, but they're easier to control for because the content at the top never changes.
