Move Multiple Issue Boards for Projects to Core
Problem to solve
A limiting piece of functionality in GitLab core is the ability to only have one issue board per project. This is functionality that would be useful to individual contributors who, for example, are managing a bug board, a feature board, and a personal to do board.
Intended users
Open source initiatives with many community members and contributors and individual contributors.
Proposal
The proposal is to move Multiple Issue Boards to CE for public and private projects.
Additionally the board switcher and recent boards functionality will also move to core in order to navigate multiple boards.
Documentation
Documentation will need to be updated to correct the tier this feature is available in for public and private projects.

Original Issue Description
It would be interresting to suppor multiple projects issue board in the core version for public projects. This would make the version in par with the free offering on public repos and github free account.
Multi boards are interresting for opensource projects. See for example how it can be used in the flutter project on github to handle different features developments. It can also be used to coordinate different users on devlopment, documentation...
