Docs - product feedback: No option to not get email notifications for MRs you haven't commented on / been mentioned in

GitLab currently lacks fine grained email notifications and as such is very noisy, one of the most common emails people in our organisation get that they don't want is:

  1. Emails for new merge requests that they haven't been mentioned in or assigned.
  2. Emails for changes to existing merge requests that they haven't commented on, been mentioned in or assigned.

Looking at the docs: https://docs.gitlab.com/ee/workflow/notifications.html#issue-merge-request-events I think that the notification setting of 'participating' seems to cause these emails and the only level down is disabled (or custom which doesn't really give much control).

We find this odd as just because you have permissions to approve a MR - doesn't mean that you are actually participating in it.

The result is that people often feel they are overloaded with too many email notifications from GitLab that they're not actually involved in and thus people missing genuine notifications when they've been mentioned to assigned an issue.
