Prevent "reserved usernames" from being taken upon registration on gitlab.com
Problem to solve
@jurbanc reported that a user is being included in an issue when "@ gitlab.com" is being added. I have checked the user concerned and it appears that they registered with us with the username "gitlab.com".

I will create a dormant username request for the username but this will likely take two weeks per our procedure at https://about.gitlab.com/handbook/support/workflows/services/support_workflows/dormant_username_policy.html to change it to gitlab.com_Idle
Proposal
Create a list of "reserved username" to prevent users from registering on our site and show the error
This username is reserved and cannot be used."
