Revamp first page of the EE and CE docs

Problem
It’s unwieldy and not friendly to a new reader: Lots of information, hard to browse.
Needs to offer a clear picture of the product offering.
Solution
- Update the single page in place; no additional subpages
- Give every area a short description
- Section specific items
- Rethink/minimize/move most valuable pages sec.
- Basics:
- Improve gitlab-basics; everything in there belongs somewhere else whether /git, /project, etc.
- Actual GitLab Basics should be getting started items
- Clear summary of each section (eg Plan) with key feature links
- Some additional design ideas here https://gitlab.com/gitlab-com/gitlab-docs/issues/48
- Readable sitemap - for our own inventory, then to publish (so it's ctrl-f-able)
- Track analytics before and after to gauge impact: Perhaps time on page and bounces, both of which should drop. Post Google Analytics links here.
