Bug handling board labels

• Go to any account underthis group - We can use this project for this example
• Issues > boards > add list > search for To Do > note there are two orange To Do labels and one purple. This seems to specifically be happening with the 'To Do' label where you see multiples of it in the label selection for the list.
• The purple one is the group label: https://gitlab.com/groups/gitlab-com/account-management/-/labels
• Try and add both orange ones as lists, only one appears.
• Go to issues > edit issues > notice that the weird half and half thing happens again > select that one > update all > it only adds the group label
• Go to labels for the project > notice that there are two, one purple (group to do) and one orange (project to do).

So to summarise, you can't properly add project labels to issues because of the half and half bug, I think.
