metrics empty state copy does not left-align

The metrics empty state copy does not left-align and does not conform with the changes made in https://gitlab.com/gitlab-org/gitlab-ce/issues/40468 and documented (will soon be added to the design system) at gitlab-design#47 (closed)

• left align body copy
• buttons should be next to each other
