Plan counts time out in usage ping for GitLab.com

I tested https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21523 in a production console, and we got -1 for these fields:

• labels
• merge_requests
• notes

These are all on the whole table, and can use approximate counts.
