Update cluster health empty state on cluster overview

Currently the cluster health section on the cluster overview page looks like this:

It is confusing because there are now two Install Prometheus buttons on this page and the one in this section doesn't actually install the application. Instead, we can improve this area by providing an empty state and moving the cluster health section above the applications:
