Merge request sticky file path not always visible

When scrolling at stopping between diffs the file path just disappears:

This is also noticeable when clicking a file in the changes dropdown:

Design

Make the diff header fixed. This will help the user know which file they are viewing when scrolling. Also, they will have access to all the diff related buttons.
