Download of pages artifacts build in deploy stage not possible

Summary

I create HTML pages artifacts with a single deploy stage. The overview of pipelines does not offer the download icon for artifacts.

What is the current bug behavior?

No download icon appears.

What is the expected correct behavior?

A download icon is offered. (Actually, I believe that after https://gitlab.com/gitlab-org/gitlab-ce/issues/34899#note_63442745 download icons were present for some time. I did not take screenshots, though, maybe that was wishful thinking.)

Possible fixes

Introduce separate build stage, turn deploy into dummy stage: oer/oer-on-oer-infrastructure@e0b3ed4b
