Double scrollbar when picking an assignee for a merge request

Summary

When picking an assignee from a list with a bunch of people, there are two scroll bars showing in the drop down

Steps to reproduce

We have 14 people to pick from in our assignee list, simply clicking on the drop-down to pick the assignee produces the problem in our instance.

What is the current bug behavior?

Two scrollbars show up in the drop-down

What is the expected correct behavior?

The 'outer' scrollbar shouldn't be showing
