Display top consumers of cluster resources

For clusters defined at the group or server level, it can be helpful to understand which projects are consuming the most of a given resource.

We should provide a table/chart of the top consumers of cluster resources, by project. This would be across the resources we currently monitor, at the time of this writing: CPU, Memory, and soon Pods.
