Absolute time is shown in UTC

When reviewing issues and comments, the relative timestamps are helpful but when I want to see the absolute time they aren't in my timezone, so I have to know how to convert between UTC and my local timezone. The absolute time should be shown in my timezone.

Steps to reproduce

Assuming you are not in UTC:

• Add a comment to an issue and hover over the relative timestamp

What is the current bug behavior?

The absolute timestamp is either in the future or in the past

What is the expected correct behavior?

The absolute timestamp should be shown in my timezone
