Translate GitLab to Czech 馃嚚馃嚳

GitLab supports internationalization and is being translated into many languages at https://translate.gitlab.com. We should support translating GitLab to Czech.

Proposal

Two steps required:

  1. Enable translation to Czech in Crowdin
  2. Enable Czech as a language option in GitLab
