Default setting for protected property of variables should be off

When setting a new variable in Settings > CI/CD > Secret variables in the new dynamic management, the default for Protected is on, but this can create problems for people not really aware of what it means, making variables unavailable to pipelines on non-protected branches. It also changes the previous behavior, where the setting was off by default.
