Prepare and vendor Auto DevOps template for 10.4.2

There was some confusion about vendoring Auto DevOps template in %10.4.

DAST and new version of Clair weren't included as expected, we should include them as part of 10.4.2.

Steps to be done:

• Prepare the proper Auto DevOps template
  • Add dast job (@nolith/@axil)
  • Use v8 version of Clair (@axil)
  • Check that creating secrets only for private projects is not included (@mayra-cabrera)
• Vendor in 10.4.2 release
