Keyboard shortcut to reply in MR page is not working

I think this is a regression but I'm not certain.

In issues, we can highlight text and hit the r key to quote the text and reply in the comment box. For some reason, I am unable to do this on the MR page

If this isn't a regression, it is definitely a bug because of the UX inconsistency
