Improve issue board switching experience
From a point raised by @tauriedavis in Slack:
The current way to move between issue boards is through a dropdown. With the ability to have scoped boards, it's common for users to create boards for specific uses, which can make the list of boards become very long.
Take this example from the GitLab CE project:
We need to improve the way we handle lists and the way we do switching. A few ideas:
- We should move board management out of the dropdown and onto a full-screen experience. That would allow us to show a proper list of boards where you can get a better overview and maybe bulk edit or delete them, etc.
- It'd be good to be able to order boards in the list, either manually or through sorting
- It'd also be good to be able to group boards (e.g. a group for all the boards that the UX team uses)
- Board switching should also move out of the dropdown, because it's not easy to find the board you're looking for when the list is so long
- Filtering the list would be useful when switching boards: https://gitlab.com/gitlab-org/gitlab-ce/issues/51127
