Replace Auto DevOps banner in empty project page with additional text in the info box

Design

What we need to do in this issue:

• Remove the Auto DevOps banner in the "empty project" page
• Add some text in the existing info box, only if the same checks of auto devops banner are true

• auto devops link, links to settings page where users can activate it
