Merge Request Widget empty state doesn’t solely take up all of the widget (approvals still shown)

Problem

The empty state should take up all of the widget if it is being presented. The approvals block should not be shown.

As can be seen in the following screenshot this is currently not the case,

Make sure the empty state take up all of the widget if it is being presented.
