Problem

The auto devops banner is too much a nuisance at the moment. With it appearing in multiple views distracting from what is really important. The banner will be removed when auto devops will be enabled by default.. but that date/moment is still uncertain...therefore this is a short term solution

Proposal

Let's make this less of a problem and confine this to the project home page and get it rid of the pipeline page.
