Revert issue board feature awareness blue dot

Revert this feature (https://gitlab.com/gitlab-org/gitlab-ce/issues/36760) because it being stored as a FE state is not sufficient.

It should be stored in the database so the user only ever sees it once in their lifetime if they are logged in. Future issues will address this.
