New navigation - Members section should be outside of the Settings section

Old description

When a user does not have permissions to view all of the project settings, they see the project members.

With the new navigation, clicking on Settings in this scenario does not highlight the item on the left. I would also assume in this scenario the breadcrumb should say "Settings"

Alternatively, does it make sense for the item in the left nav to say "Members" instead of "Settings" when a user only has access to the members page?

Proposal

Move Members outside of the Settings section. It should be placed between Snippets and Settings.
