Search label titles and descriptions

Description

We currently have 10 pages worth of labels and it's difficult to determine which labels are the most suitable for each situation and whenever someone leaves GitLab, we should remove their reference from these label descriptions. This will continue to be a hard offboarding step (that is often missed, hence I created https://gitlab.com/gitlab-com/peopleops/issues/315) without the ability to search for label descriptions.

Proposal

We should add the ability to search for label descriptions on the labels page (https://gitlab.com/gitlab-org/gitlab-ce/labels)
