Projects::Boards::IssuesController#index.json is slow partially due to SQL queries

For this controller we on average spend 27% of the request time in SQL queries, taking up the following:

  • Mean: 185 ms
  • 95th percentile: 467 ms
  • 99th percentile: 563 ms

This controller gets about 1000 requests per 24 hours
