Move Move to a different project functionality to the sidebar

• The "Move to a different project" functionality in an issue page is in the main area of the issue page.
• Let's move it to somewhere else. Perhaps the sidebar.
• Now that we don't have an edit issue web form anymore, we want to move that UI to elsewhere in the page, so that we can streamline the main area to get ready for Google-docs UI in the future.

Design

• Move issue button is under Reference:gitlab-org/gitlab-c....
• Dropdown appears after clicking Move issue button.

• Having an extra Move button as a confirmation to prevent users from moving project accidentally.
• Selected project has a check icon before project name.
