Specific CI runners accessible outside of project

Hi,

we have a larger GitLab instance with the following popular use case:

A larger team creates a GitLab project and everyone gets invited to that project. Now, if a specific CI runner is added to this project, every project member can enable this specific runner for every other project he/she has access to.

Is it possible to restrict the usage of a specific runner to only the project he has been created in?
