Project settings wheel no longer visible in UI
Summary
The project settings wheel hosting normally hosting a few useful links (such as protect branches) is not in the UI.
Noticed after an update to 9.2 (hosted GitLab Community Edition 9.2.2 cbde95c2)
Steps to reproduce
Log in with an administrator account, go to a project.
What is the current bug behavior?
The expected "settings wheel" visible in previous versions is not there.
If it is hidden somewhere else, the help still points to the upper-right corner.
