Assignee tooltip is cut off by the sidebar

When hovering over an assignee’s avatar, the tooltip with their name is cut off by the sidebar, it doesn't overflow.

Steps to reproduce

  1. Visit an issue with multiple assignees (e.g. https://gitlab.com/gitlab-org/gitlab-ce/issues/30675)
  2. Hover over the left-most assignee’s avatar

What is the current bug behavior?

When hovering over an assignee’s avatar, the tooltip with their name is cut off by the sidebar, it doesn't overflow.

What is the expected correct behavior?

When hovering over an assignee’s avatar, the tooltip with their name should overflow and be shown in its entirety.
