As part of the larger i18n effort https://gitlab.com/gitlab-org/gitlab-ce/issues/4012

This is listed as a single task as the Project Page also includes elements from the Repository Page.

Proposal

• Translations for all labels, text, tooltips and dropdowns and date formats on the Project home page
• Initial translations Spanish & German (German due to longer text strings)
• Note this page includes elements from the File page
• Prepare documentation for contributors wanting to help on internationalisation
• Update existing contribution documentation to add information that all new functionality needs to be internationalised
• Update existing MR template to ensure there's a check for all new functionality to include i18n

List of translated areas

For reference, the screenshot below should assist in identifying elements:

• Tooltip on Project Name (icon appears next to project name under avatar)
• Top level controls and drop-downs (Unstar, Fork, SSH, etc...)
• Repository Files page submenu (Files, Commits, Branches, Tags, Readme, Changelog etc...)
• CI control that can appear under the submenu
• Titles and timeago on file list table (Name, Last commit, History, Last Update)
• Timeago column (under Last Update)

Out of scope

• Widgets (e.g. branch widget)
• Subpages (e.g. Activity, Commits, Branches, Tags, etc...)

Note: Internationalisation is still in an early experimental phase and is currently only implemented on the Cycle Analytics, Project and Repository pages. We will add more pages and languages in up-coming releases.
