Increase diff usability for release posts
In https://gitlab.com/gitlab-org/gitlab-ce/issues/31983, we set the single-file diff limit to 100 KB. It's now 9.4, and assuming that went well, we can remove all the code around collapsing a single file, and just collapse based on overall files / lines / size.
Original description
Right now in 9.1 release post (gitlab-com/www-gitlab-com!5529 (diffs)), we see that the diff is collapsed. It's easy to miss this entry:
I see that the Markdown file is only 409 lines and 24K. Is there a reason why we collapse it by default?
