Make GitLab More Social! Add 'follow a user' button.

Description

Currently one can follow a Gitlab user using subscribe button at the top-right corner of the screen (using atom) but following 20 users is not easy and an external atom reader is needed to check which activities (of those users) I have previously seen or which one I have not seen yet.

Proposal

Following a user, the same way we can follow (watch) a project.
