View/navigate global issues and merge requests all the time

This issue brings the count badges and links to the top nav bar: https://gitlab.com/gitlab-org/gitlab-ce/issues/29866.
But when you scroll away, you no longer have access to them.
For a very long page (long issue, long merge request), you have to scroll all the way back.
How to solve? Some sort of persistent hover nav bar?
